Abstract

This article proposes to the present an analysis of the Leis Federais 10.639/03 and 11.645/08 (Federal Laws 10.639/03 and 11.645/08) – that make obligatory the teaching of History and African, Afro-Brazilian and Indigenous Culture – by the Secretaria Municipal de Educação de São Paulo (São Paulo Municipal Secretary of Education). Over 15 years of the law 10.639/03 publication, we can notice the advances about the Education of Ethnic-Racial Relations: there was constructed a conceptual vocabulary and the teaching systems had mobilized to assist this legal dispositive. So, this article tries to present the research results that had as objective analyze the continuing teacher training through the Secretaria Municipal de Educação de São Paulo (São Paulo Municipal Secretary of Education). For that, we did an exploratory investigation using as documental source the communications published at the Diário Oficial of São Paulo considering: the sum of the events done, the quantity of the vacancies and if was punch card dispensation. We show yet the activities made by the Diretorias Regionais de Educação (Regional Directories of Education), that demonstrate the decentralization of training politics and the territory autonomy. The analysis considered the publications related to the budget and human resources hiring, which made possible relate the continuing training offer to the municipal public power investments. This quantitative survey reveals some data that made possible an analysis of the referred legislation, indicating some paths to the production of others researches related to the Education for the Ethinic-racial relations at the Rede Municipal de Ensino de São Paulo (São Paulo Municipal Teaching Network).
