CONTRIBUTIONS OF POPULAR EDUCATION TO THE TRAINING OF THE SOCIAL EDUCATOR

Abstract

The present research took the profession of Social Educator in Brazil as its object of study, therefore it established the general objective of knowing the process of regulation of this profession in the scope of legislative matters, Bill 5.346 / 2009 and Bill Senate 328 / 2015. First,we tried to approach the figure of the Social Educator from a historical perspective so that it was possible to understand the origins of this profession in Brazil, where we see that it is in the tradition of Popular Education that the foundations of its origin are unveiled. Following is the process of regulating the profession of Social Educator in Brazil, which begins in 2009 with the registration of the category in the Brazilian Classification of Occupations (CBO) and then through the processing of two Draft Laws, one from the Chamber of Deputies and another one from the Senate, which, after twelve years of debate, follows the Senate project for the Chamber of Deputies to undergo new stages of disputes. It is understandable that although the process of processing projects is painful, the final legislative text approved by the Senate is correct in bringing the definition of minimum training at a higher level for the exercise of the profession of Social Educator while protecting current workers who have already occupy their jobs with the middle level.
