ON-LINE PARTICIPATION IN THE FEDERAL GOVERNMENT
A STUDY OF THE “DIALOGA BRASIL” PLATFORM

This article investigates how the internet was used by the Dilma government as a means of society participation in the proposition of public policies, taking as a case study the Dialoga Brazil platform. It was intended to analyze if this site respected the requirements and principles that the participative currents of the democratic theory advocate. The hypothesis was that the way the project was executed made an effectively democratic practice unfeasible when confronted with the participatory attributes prescribed in the literature. To test it, a chart composed of 18 indicators was elaborated in three aspects of analysis (navigability, communicational structure and democratic resources), inspired by the methodologies of Janssen and Kies (2005), Bragatto (2005) and Silva (2011). After the analysis, it is concluded that Dialoga Brasil presented limitations when investigated in the light of the precepts of participatory model of democracy, which corroborated the hypothesis presented.
