Abstract

The Cold War was a defining moment in the history of international relations, especially for its condition to radiate thoughts and feelings that would be assimilated by the different nations of the globe and in particular peripheral regions such as South America generated as a consequence unintended paradox of power : the growth of the feeling of reluctance – feeded by ther fear of ideological penetration, for justifying a crusade against communism, by territorial disputes and the balance of power in the sub-regions of the South American continent – has strengthened the idea of vicinity that came to support the South America project launched at the 2000 meeting of presidents in Brasília.
