This article aims to analyze the content of "agendas" issued by the Brazilian military ministers in the period of political transition (1979-1988), with the aim of checking these documents, permitting identification of a particular type of political figuration by military elites then. The work builds on formulations made by Marcel Gauchet, for whom the politic is an instance of human life that leads to the community and interdependence among individuals. Our analysis points out, in these speeches, a very limited vision of democracy, rejecting dissent and autonomous organization of social movements, and that would hinder the effective implementation of a democratic state in Brazil.Downloads
